Meantime, the United States and China agreed on Sunday to resume a series of high-level contacts during a meeting that seemed to ease tensions between the two powers. “I would characterize this as an easing of tensions. While there are subjects upon which we disagree. ... I was quite satisfied with the restoration of communications over a very friendly lunch,” U.S. Secretary of State Madeleine Albright said after talks with foreign minister Tang.

At a news conference, she also criticized Taiwan, saying its attempts to explain controversial statements on its relationship to mainland China “don't quite do it.”

The Albright-Tang meeting, on the fringes of the Association of Southeast Asian Nations conference, was the highest level U.S.-China contact since relations deteriorated after NATO bombed the Chinese embassy in Belgrade during the war over Kosovo.

Their talks covered a wide range of issues, including Taiwan, North Korea, weapons proliferation and South Asia.
