Apparently the earliest "white" people in the region were probably Indo-European, she says, possibly related to the Celts. (I, personally, find this bit questionable, based on my understanding of the sordid "history" of pseudo-archeology surrounding the Celts, but her sources seem solid.) She admits that's conjecture, based on the similarity between textiles found in the salt mines in Hallstatt and textiles found in some of the more northern "white" tombs in the Urumchi region. She thinks that almost certainly the forebearers of both originated from the area just north of the Caucasus mountains north of Mesopotamia, probably spreading east and west, based again on the textiles, and on the domestication of sheep and horses, and the cultivation of wheat. And some early Buddhist texts from the region are in an Indo-European language which is now called Tokharoi/Tokharian/twgry.

However, as you point out, the "white" people living there now speak a Turkic language, which ain't Indo-European.
