Well, that is one of the conservative planks--- just compensation for confiscation....There was wet- lands litigation over an extension to the local shopping mall, and even a supporter admitted to me that we were talking about a small, mosquito infested pool of water. Of course, in the end, the developer won, because it was so ridiculous, but not without harassing expense and publicity...My wife was in advanced biology in high school, and spent time on a trip investigating the ecology of a pond, and did a lot of research in connection with it. One of the things that people don't tell you is that alot of these ecosystems are very small, with minimal impact on the surrounding forest; another thing that they don't say is that many of them have natural life cycles anyway, and eventually die, sometimes fairly rapidly, without any human culpability...
