Something to keep in mind is that CableLabs, the umbrella organization for the MSOs, has just requested that the development of DOCSIS 1.2 be put on hold, while the industry tries to catch up with the 1.1 spec.

It is very important to get the scale of things right when talking about cable modems. By far, the biggest player is MOT with its Cybersurfer and proprietary headend. Remember, the only reason for DOCSIS type of equipment is for interoperability between different manufactures gear. In the case of MOT, once an MSO has selected them as a vendor, they get the whole shooting match, headends, modems and "this is a good thing" for MOT.

Keep in mind that TERN turf is predominantly NOT North America.

I don't know enough about CMTO to add to the discussion.
