I have taken this to mean that the Lord expects us to do his work with what he has given us. Since each person is given the precious gift of free will, the Lord will not force anyone to accept him. Therefore, he must use persuasion and that comes through his people getting out there and working with the unsaved.

At a different level, and one that people tend not to consider with this parable, the parable should also be taken literally. That is, it is spoken in financial terms and while it certainly has spiritual implications, it should not be so spiritualized that it is stripped of its significance on the financial level. Viewed in that sense, the quote you asked about has a financial component to it as well. At that level, it means that we should use our money (actually it is God's money) in such a way that it grows and then commit it (at least a tithe of it) to God's use. Jesus spoke a great financial truth when he criticized the one who buried the money because by burying it not only will it not grow, not only does one take a great chance of having it stolen, but it actually loses value with lost investment opportunities and inflation.
