Is there any ranking for the fastest (quote providers)?

I don't know of any ranking for quote providers. However, I have learned that satellite based quotes are inherently delayed by about 0.25 seconds due to the amount of time for the data to flow at the speed of light from earth to the satellite (altitude of ~26,000 miles) and back to your satellite dish on earth.

To get a rough idea on whether your quotes are basically up to date, I would find an extremely slow moving stock and place an ISLD bid way below the current prices. Then wait to see how long it takes to show up on your level II display. If your data provider is up to date, the ISLD quote should typically appear in 1-3 seconds. In addition, if your quote provider is fast and integrates the ISLD book into their level II display (uncommon), then you should see your ISLD order appear in less than one second.
