It's not. AOL is the leader in part because it's very easy -- so a lot of the people who use it won't want some proprietary wireless based system through which they can access a website through which they can get their email....

And a lot of the appeal of AOL is not email -- it's also the "instant messenging" system and chat rooms. There are alternatives to the AOL instant messenger (Yahoo, for example) and maybe one of them run on a WinCe system, but it's still not AOL because it doesn't indicate who is on AOL now.

AOL is by a large percentage the most successful ISP (or portal or whatever these places call themselves now). If WinCE is going to succeed as an online wireless platform, AOL will need to be on it.
