Well, I am in the SF area so Santa Barbara is not my area. I do know Carmel/Monterrey though... its quite a ways from Santa Barbara.

In Carmel I can't think of anybody that has a private beach, but a lot have ocean views and are on the ocean, its just not private. Here is a link, if you want a restaurant then its the expensive places mostly, I have stayed at Highlands inn and La Playa (2nd half of page under resorts).

There is a private beach at Pajaro Dunes which is a beach on monterrey bay. There are all these conference facilities and condos etc. to rent there, and its a private beach. Personally I like Carmel a lot better, its warmer and you can walk to the shops etc. But Cisco and other high tech companies have these exec things at Pajaro just because its private. The thing is I don't know of any restaurants.
