Foreign investors looking for safer havens will up their US allocations. It would not surprise me to see large sums of money flowing into the US during the OCT-DEC timeframe

That is also why i am guessing a correction right into September---this is probably Y2K paranoia correction.
Once the foreign money flows in, either into the stock or bond market. If it is the bond, the yields drop and the stock market goes up anyways.
