You are looking for a binary answer to an analog problem.

You assume that this is a binary problem where the answer has only two possibilities: 0/1, ON/OFF, TRUE/FALSE, COMPLIANT/NON-COMPLIANT, etc.

It is in fact an analog problem where the probability of compliance ranges over an infinite range of numbers between zero and one where 0.0 is non-compliant, and 1.0 is compliant.

When doing Y2K remediation, you do not test or fix every single program and file on a computer system, and unless you do so, it would be hard to claim 100% compliance.

There is a category of computer programs that will not be tested, since they are known to have no date related consequences. For instance - EDIT.COM, or NOTEPAD.EXE on your PC.

Another category of computer programs will not be tested since they are classed as obsolete and no longer used.

Let me say this - no person or organization in the world will be 100% compliant. There will be many that reach 99.9%, some that make 99.99%, and on up to as close as you can get to 100%, so stop looking for 100% compliance right now since:

1. It will not happen.
2. Any company claiming 100% compliance becomes a target for lawsuits and harassement when the first occurence of a 00/01/01 date is found on any transaction emanating from it whether or not it causes a problem.
3. The world will not end.
