It is my impression that MM's (NASDAQ market makers) can short without reporting or for that matter even borrow the shares (naked short). The reporting systems would not give an accurate portrayal of this activity.

Tens of millions of shares have changed hands since this company began it's recent run from single digits and book value, on a very small float (my figures indicate 6 - 7 million shares). SEG (down 13% for the year) has a market cap of $6.36 billion. SNDK now has a market cap of $1.96 billion. SEG's 23%+- of SNDK is currently worth $453 million.
