I guess my question is, when stripping off on-us transactions, does that require the bank to take the money out of the account sooner? (I would hope not).

No the stripping of on-us payments has nothing to do with the debit date. Banks take the money 4-5 days early because they want the "insurance" that the customer actually has the money in his account. Most banks want this model but older CKFR clients may be on the "risk-based" payment model which assumes the moneys is there. Although this benefits the customer because they enjoy the float for an extra few days the money is truly NOT a material amount. The reduction is customer service hassle keeps the banks cost of the service low.
