I think you are missing the difference between TD Waterhouse... and TD Waterhouse Group

Up until the IPO there was TD Waterhouse, Greenline Investors Service, and the TD Bank. Now we have TD Waterhouse Group INC. Greenline Investors Service became TD Waterhouse Investor Service {Canada} Inc {to which I'm now a memember and I might say a large commission generator of.} TD Waterhouse is a wholly-owned subsidary of TD Waterhouse Group Inc, a Subsidary of TD Bank. Up untill the IPO, all IPO offerings are directed to the TD Bank, and TD Greenline Investors Service. BUT with the proceeds of the IPO TD Waterhouse group can now enter into the IPO market place, and in direct competition with the TD bank.

So you may not under the old TD Waterhouse, been able to participate in IPO's. But under the new mandate you will.
