With wire account if you sell a stock that is short in your account it is a covered buy.

For what it's worth, I can and have routinely boxed short positions at Ameritrade. All you have to do is "Sell Short" and "Buy" (instead of "Buy to Cover"). I was even told once that they allowed you to remove a boxed position from your account without incurring a commission charge (though when I actually tried to do this on Friday they didn't know what I was talking about).
