One reason Internet II is faster than anything we have now, is that it by-passes many of the bottlenecks that you and i currently encounter while surfing the web. Your access is only as fast as the slowest website you visit. This is one of the ways @HOME has differentiated itself. It is setting up its network to avoid the congestion of many high traffic areas.

This is one reason open access would not be necessarily bad for @HOME either, AOL would have to pay to use not just the cable lines, but @HOME's network, which is an integral part of cable broadband. You can't have cable without @HOME. Then the question is, how much does AOL pay T or Cox or Comcast for the lines, and how much does it pay @HOME for the network.
