As to who is to create, in the end, of course, at least in this country, it is up to the residents, including the business leaders (of course being subject to national and state laws). The residents in turn choose leaders who they trust to create the kind of city they want.

When they choose Marion Barry, they get a D.C.

When they choose Norm Rice, they get a Seattle.

(Yeah, I know, it's not that simple. But it was also a kind of dumb question, you have to admit. Who do you think creates a city, Mickey Mouse??)
