Are you sure about that? Seems to me that latency is only improved when there is an SRAM cache hit.

Every page hit in EDRAM is also an SRAM cache hit. When a page is opened, the entire row is read out in parallel into an SRAM cache in a single cycle. All further accesses to that open page are by definition cache hits. On Winstone, this typically produces a cache hit rate of 40-50%.

Page misses are still very painful, but I have seen improvements of 5-15% performance with EDRAM on Winstone.

I don't know why it hasn't caught on more in general purpose usage, but IBM and Transmeta are starting to use it. These links still work for me.
