When you refer to those carriers who cannot extricate themselves from the OC-3 level, which levels of service providers are you referring to? ISPs? Regional IXC's? Not sure I follow you entirely on this one.

There is also the "appearance" of an equipment shortage on the long haul side which is caused by loop-side/feeder level shortages, due to the fact that xLECs and IXCs tend to do just-in-time slide-in card acquisitions to meet near-term traffic demand dictates. But because the loops cannot be installed in a timely manner, the overall long haul circuit is delayed as well, obviously, so the appearance is that there is a shortage on the long haul side, as well.

Their procurement formulas don't necessarily take into account "internet time" dynamics, in other words, and a simple T3 or OC-3 pipe could be tied up for months in the installation stages while a digital cross connect system (DCS) at one of the terminus poinst awaits the next shipment of T-3 or OC-3 port cards. The shell is there, but not the plug in unit. [[As an aside to the DCS situation, the same holds true for DWDMs which employ discrete wavelength elements.]]

This is what is fueling some of TLAB's and a few of the other DCS mfgrs revenue increases: the plug ins cards.
