Elmer, RE: Not at most brokers. They charge interest when the position is in the red, they pay interest when it's in the black.

If your broker doesn't give you full use of proceeds on short sales and give you interest on cash that is legitimately yours, then you should either change brokers or not short sell. The game is stacked against short sellers as it is; without full use of proceeds, it is a game I wouldn't play.
