Under Clinton's save the social security, the jump in entitlement spending led by Medicare would increase entitlement spending to 73-5% of the budget led by spending on the elderly to almost 45%. Medicare would be spending almost $ 80 billion a year more than it takes in in taxes according to his $ 800 billion boost in spending.
