I don't think the HMOs have a pro life or pro choice position, so what they charge reflects what their actuaries calculate as the cost of "insurance" coverage.

Cal being the "richest" state - what does that have to do with anything? Cal certainly generates the most money, but are there other states with higher per capita incomes? (I think there are.)

Cal has the highest population and therefore probably the highest medical expenses as well.

But then the coverage in your area is probably much more expensive. Auto insurance is double in California. There's a high level of insurance fraud in California and some other locations.
