Actually, the Japanese have a fairly high unemployment rate. However, they have masked the statistic through their lifetime employment policy. Workers that are not being productively employed with their own company are often "loaned" out to other employers doing tasks that are below their wage scale. Yet their "mother" company continues to pay them their old wage.

It is changing slowly, but there have been estimates that the adjusted unemployment rate would approach, if not exceed, double digits were employees laid off as in the US.
