MMs may not "ignore" a buy order at or above the offer. If you don't get filled, either there's a problem with your broker, or there were other people's orders ahead of yours, or the size offered is too small and your broker is having that or another MM work the order. If you ever have an OTC-BB order in at the prevailing ask for more than 15 minutes without a fill, call your broker and ask for it to be investigated. Of course sometimes, when a little stock like this one goes nuts, the MMs might be deluged with phone calls and your broker can't get through.
