Europe, Here (well, except Chicago, Dallas, New Orleans amongst major metros and forget it in the boondocks), Elsewhere (example below)

Excerpt below from an MSNBC.com article dated 28 June 1999, called "Take-Along Tech: A world phone with a big plus Phone with built-in modem connects on five continents". Sorry No Link:

My phone though does have an inbuilt modem.
