It's not secondaries that are really expanding the supply hitting the market. It is the persistent selling from insiders and venture capitalists. The float just keeps bigger and bigger. Meanwhile, demand grows weaker as the stocks stop making the huge upside moves.

You are seeing speculative money flow from "old timers" such as AOL, AMZN, EBAY etc into issues such as JNPR and RBAK. It's not because of fundamentals per se, it is because speculators get a lot more "bang for the buck" from the newer issues.
