It took a couple weeks with FFIV too. FFIV hung around 14-21 for awhile and then just took off to 80 in a few more weeks. Sometimes it just takes time for people to recognize quality.

Here's what the IPO guy on theStreet.com had to say
re NTIQ:

NetIQ
IPO: (NTIQ:Nasdaq) Provider of performance and availability management software for Microsoft Windows NT-based systems and applications
Deal size: 3 million
Price range: 11 - 13
Lead by: CS First Boston
My take: The most remarkable point in this deal is the rate at which the company has managed to grow its revenue. Actually, grow is the wrong word: Explode is more accurate. Trailing nine-month results put them slightly in the red, but I'm not fazed. I would be paying attention if I were buying deals this week.
