Do you mean the percentage on the chart? The 0 to 100%?
If so, it is the percent of stocks in that sector that are on point and figure buy signals. For example, if the sector is at 86% that means that 86% of the charts are on buy signals. If it is at 40% than 40% are on point and figure buy signals.

If the chart was at 86% and then moved to 70% that would mean that 6% of the charts changed from buy to sell signals. This is why when the chart reverses down from a high percentage we become concerned or rather we adjust our positions. See if 86% are on buy signals than a lot can break down to sells. If only 30% are on buy signals than not many are left to break down.

On the other side if only 30% are on buy signals and the chart reverses up to 40% let's say, that means the sector has gained 10% worth of buy signals - and let's say the sector usually runs to 75%, there is a lot of opportunity in the sector.
