I can certainly see how certain contestants might use a stock picking contest in a fashion that would violate SEC rule 10b but stock picking contests themselves are not a violation in my estimation.

Stock picking contests are found virtually everywhere.

It's true that they can be used to defraud and take advantage of the investment public. However, I would like to see where exactly you find a rule 10b says that a stock picking contest is by itself a direct violation of SEC rules?
