Just as capital seeks its highest return, so does police work and so do prosecutors.

Prosecutors do their due diligence by reading the newspapers and trying to judge the number of column-inches per month of coverage that a given prosecution might receive, and the risk of a neutral or bad outcome. This is a low cost effort as it can be accomplished in parallel with reading the political coverage to look for potential openings in higher offices. It also is a skill that remains useful up to and including the office of State Attorney General, where it is the main path to Governor. In addition, with no evidence of the crime being committed with a gun, a cigarette, or medical marijuana, it hardly meets the criteria for prosecution. He also failed to meet the technical definition of a 'deadbeat dad', appearances to the contrary.

The police are now incentivised (sp?) to search out expensive assets which can be accused of a crime and unwillingly forfeited by their owners. This has a much higher return than actually fighting crime, and has the added advantage that too much success doesn't threaten institutional survival.

The entire U.S. Justice system now poses a far greater threat to the average American than the sum of all actual crime, especially in the long term.
