Susan, that depends on factors that are hard to gauge. but my guess is that it will mainly hinge on how the dollar and the stock market fare. a higher dollar would stem the flow of repatriation and a lower stock market would rekindle domestic demand for bonds. if for some reason foreign accounts get really nervous, i would not expect domestic demand to be able to hold the line.
