There is no need to exempt the elderly and poor from the National sales tax. All that needs to be done is to exempt food and used clothing. A rich person can't eat much more than a poor person, so there would not be much revenue lost there. Churches and other currently tax exempt organizations should not be exempt. They have been getting a subsidy long enough.
