blankmind: You should change the 1st part of your name to clear. You are once again precisely on the mark. Kosovo is a good example. The Serb controlled gov't. used local thugs to kill the Kosovars and maintain deniability while the poorly amred Kosovars were exterminated by their Serb neighbors who were well armed by the gov't. People are foolish if they don't think it couldn't happen here. Times and technology have changed since the framers penned the Constitution but human nature and the totalitarian threat has not. The first thing the NAZIs did was to disarm the people. JFD
