Mike, you sure don't need much to twist things into whatever shape you think they should be. Saying that it's a red flag doesn't approach saying that I know why he bought. Perhaps you missed another sentence in the paragraph, you know the one that said "perhaps Mr. Cook has adopted a dollar cost averaging approach to increasing his holdings, and we'll see another small purchase this week".
