In fact, more than 50% of the people incarcerated today would have been considered good citizens less than 100 years ago. Probably true. A hundred years ago, the KKK were considered good citizens for lynching uppity black men. Men who beat their wives in private want around as respected citizens. Industrialists who spewed deadly chemicals in the rivers were lauded by state legislatures for the jobs they created. You are welcome to go back and live 100 years ago if you want to.
