L, S-T gains, from the sale of STOCKS by an individual INVESTOR, are taxed as Short-Term Capital gains which have the same INCOME TAX rate as does Wages, Interest and Dividends. They are not taxed exactly the same as other items or as "regular income", which is not defined in the Law.
