I have traded stock from cross market. The only time they
can trade cross market is when the other market is closed.

You should be able to. I use investorline, and I have asked them about this, they confirmed what Wayne said. Just enter BIDS in the ticker.

i talked with investorline they said i could not trade bii on nasdaq if i purchased it on the tse. is there another way around it.

Change your broker. They are just being lazy. Demand to talk to the supervisor. If the Canuck Market is closed, and the stock trades on an open market, they can't stop you from selling it. If the supervisor says that it can't be done, ask him to send it to you in writing. As soon as he/she does I'll get proof that it can be done!
