It may be cold dead.

Even if it is not dead, it may only execute a few bus cycles.

Even if it execute some cycles it does not mean that it
can execute essential instructions.

Even if it executes instructions, it does not mean that
it executes them effectively.

Even if it executes most instructions as designed,
it does not mean that there is any piece of
application software to run on it.
