Jerry,

In addition to every portal offering free e-mail to any and all takers, there are companies like MESG and CPTH that support secure enterprise-wide e-mail. The filed is very fully populated.

In terms of server Certs, just go to the security info bullet when you click on Communicator (if using Netscape).
One that is likely there is Integrion, a consortium of the largest US banks that allows secure transfers right now if one (an institution) wants to use it.
