Besides Bob's mention of the offsetting effects of paying off the national debt with the projected cash flow surplus, I thought the logic of Peter's position broke down when he said interest rates would rise as the U.S. Dollar depreciated. If interest rates rose as a result of foreign selling of U.S. securities, I would think the U.S. dollar would strengthen, not weaken.
