I asked Matt Simmons about those DOE numbers this morning and here is his reply:

The DOE revisisions have been in the magnitude of 3 to 6 million barrels. These could possibly represent "the missing barrels". If so, about 1% have shown up!

What we are now in is the early days of the OPEC cuts which are aimed at eating through all the excess supply, which they presume includes all the IEA Missing Barrels. So if the barrels do not exist, watch either a physical shortage erupt or a quick return to higher OPEC production over the next few months.
