Besides, the Old World Order, with NATO arrayed against the Warsaw Pact, and the Cold War trumping many other considerations, was obviously on the wane, and something was going to have to supplant it. Just as we did not drift, but drafted workable post- War arrangements, so it might be expected that we would try to "design" the post- Cold War world. There is nothing necessarily insidious about the phrase "New World Order"......
