Well. That spin off would dramatically increase the DIGX float and is for no good. See UBID/MALL. If there were plans, the management would at least have announced that - in the IPO filing, like MALL/UBID, and created only one class of stock (they created 2 classes here). A spin off would provide enough arb opps, so the ICIX stub is valued at $8-9 here (take off a 30% discount on the DIGX holdings valuation). That said, ICIX can still trade lower (although it lost $10 in that short timeframe).
