The National Post reports in its Wednesday edition that the resurgence in the cyclical/resource sector of the Toronto Stock Exchange is well under way and rotation of these stocks should persist, says Eric Sprott, president of the Toronto-based brokerage firm Sprott Securities Ltd. He considers that the picture in North America has changed from one where inflation was benign to one where it is escalating. Mr. Sprott is recommending energy services companies. These are a play on the rebound in oil prices and on the strength in natural gas prices. Two Calgary-based energy producers that are on his buy list are Startech Energy Inc. and Berkley Petroleum Corp. Startech, which is mainly an oil producer, "will be substantially boosting its production to 13,000 barrels of oil per day in 2000 from the average this year of 10,650," says Mr. Sprott. His cash flow per share estimates are $1.39 for 1999 and $2.41 for 2000. Berkley is involved in "significant exploration plays, which have a good chance of being successful." This is why there is a valuation premium on the stock. The company has a stake in a well near Bakersfield, Calif., and there are also good opportunities for it in the Northwest Territories.
