That may be overstating the case a bit. Would you really consider the relationship between standard of living and greenhouse gas emission that inelastic?

Remember the days when the first clean air act was under consideration, and the grim predictions that the US auto industry would be driven to bankruptcy? Virtually every significant piece of environmental legislation in history has been opposed with predictions of economic catastrophe. Those laws passed, the effect on the environment has been substantial and positive, and the predicted economic collapse has not occurred.
