Yes, LU gets the benefit of being in the same league as NEC, Ericsson and Siemens. These 3 long standing suppliers have always pointed out that they have been there during bad and good times. And they say they built facilities and have local content and provide jobs, bla bla bla...
But the new comers, NT and LU, they argue, came just now to sell their imported products and cash in the boomlet. So, LU and NT had to act and 'upgrade' to the old boys league. Now, after Carly did her job, LU got that big Telemar contract and more will come. NT (jointly with BCE) is doing their bit as well.
The devaluation fo the Brazilian currency -the Real- basically, priced out of the market the imported equipment. Operator earning revenue in Real and paying infrastructure in USD cannot fly.
On the downside, more vendors, give the operators more ways to play one vendor against the others and margins suffer. Eventually, the POTS waiting list will vanish and vendors can supply more sophisticated solutions and we will see -hopefully- better margins.
In this respect, when the next wave of investment, beyond basic telephony, CSCO, Nortel and Lucent compare favorably with the other three guys in one respect: They that have experience in the North American market which is very competitive and they can capitalize on their experience in North America.
