Heinz: The key is the words "in private hands" etc. The Social Security Trust Fund, if they do it as they did a few years back, is issued U. S. debt in return for cash. The SS surplus, which is now U. S. debt is not in private hands but in the trust fund.

There are others here that can verify that. However, that is how it has always been done. I think Tomasso was really into that stuff or maybe it was Arik.
