The Stock Clearing Corporation of Philadelphia filed a proposed rule
change (SR-SCCP-99-02) under Section 19(b)(3)(A) of the Exchange
Act. The proposed rule change, which became effective upon filing,
adopts a trade recording fee for transactions conducted through the
Volume Weighted Average Price Trading System. Publication of the
proposal is expected in the Federal Register during the week of
