Att thought they knew how bad dilapidation was in TCI's net. Then they bought TCI and found out that they had underestimated severely. If they knew what they know now, they would never have made the purchase even though it was critical and the only known way under FCC rules to get back into local markets. It's the classic end around, but it ran into a db who knew the move. Now Att is stuck and so they are looking to see if there are ways to alleviate the financial burden. Their commitment is sorely being tested. One thing that Att did buy that is of value and that is the goodwill brought by TCI! By that I mean the presence. As much as it will take to fix the mess a build from scratch in an arena unknown to telephone would have been overwhelming. You know all those inch thick cables running all over hell-and-gone. Think of the scale to redo it all. Also, down a similar vein I wouldn't dismiss what ATHM has learned about running a cable network. It is easy to say that QWST or LVLT can come in and throw up this or that or that Att can do the same since they know all about these things, but it is quite a different thing to actually do. It takes experience because you are working in the unknown. The experience ATHM and TCI have gained is a valuable quantity.
