As the article states in the beginning, this product is the renamed AXR 500 from Omnia. It basically serves as a collapsed network in that it integrates many network elements that used to stand alone. This is the intention of the vaunted collapsed backbone that will significantly simply future networks. Understand that most of the SONET, ATM, IP, and various processing functions are still required - they are just concentrated into one box. The products that could eventually be replaced are stand alone ADMs, DCS, RACs, DLCs etc. However, companies like Tellabs that make their living selling these elements, are actually doing very well as they also seek to integrate many more functions into one element. There is not really any leap in intelligence here, except that the particular box is more intelligent since it can handle many more requirements. This is a natural evolution of technology that is also common in nex-gen chips that combine the functions of three or more earlier gen chips.
