I wouldn't read it that way. Looks like Nortel committed to selling the shares as part of the IPO because they were wed to Avici, a JNPR competitor in development stage. NT had 20% of Avici and a reseller agreement. The day JNPR went public, Avici cancelled the NT agreement and the companies got a quickie divorce. (There had been rumors of bad blood.)

All I'm saying is that NT should have held the shares and sold high as any prudent investor would have and just like JNPR's other partners have. Looks like a $200 million error, and counting.
